Introduction

In a significant move towards transparency and accountability in Rajasthan’s education system, Education Minister Madan Dilawar has announced a fresh probe into irregularities in the mid-day meal scheme and Madrasa Board during the previous government’s tenure. The decision comes amid concerns of financial discrepancies and mismanagement in key educational programs. The minister also outlined reforms in examination systems and emphasized adherence to the National Education Policy (NEP) to improve the quality of primary and secondary education in the state.

Irregularities in the Mid-Day Meal Scheme

One of the major issues flagged by Minister Dilawar pertains to the mid-day meal scheme. During the COVID-19 pandemic, instead of transferring funds directly to parents’ accounts as per the Finance Department’s advice, the Education Department opted to distribute food materials. This decision raised concerns when discrepancies were found in the number of students receiving these materials. While official records showed 59.81 lakh students, the materials were reportedly distributed for 66.22 lakh students, indicating possible irregularities.

Additionally, a Comptroller and Auditor General (CAG) report highlighted a scam worth ₹1,705 crore related to material procurement tenders. Minister Dilawar confirmed that the previous investigation into this matter would be canceled and a new, impartial inquiry would be conducted to ensure justice and accountability.

Investigation into the Madrasa Board Uniform Distribution

Along with the mid-day meal scheme, Minister Dilawar also ordered a thorough investigation into the alleged corruption in uniform distribution under the Madrasa Board. This move aligns with the government’s broader objective of eliminating corruption in educational programs and ensuring that funds allocated for students are used appropriately.

Educational Reforms and Examination Innovations

Beyond corruption investigations, the minister outlined several key reforms aimed at strengthening Rajasthan’s education system:

1. Enhanced Examination Security

Minister Dilawar highlighted the successful and scam-free conduct of the REET exam (February 27-28, 2025), which saw 13.77 lakh candidates appearing under strict supervision. Similarly, the Pre D.El.Ed. Exam (2024) was conducted smoothly without any reports of unethical activities.

2. Paper-Checking System Reform

To improve fairness and transparency, the state government is introducing a new re-checking system along with re-totalling through a pilot project. This will help address students’ concerns regarding evaluation errors.

3. Measures Against Paper Leaks

In an effort to curb the copying mafia and prevent paper leaks, the Secondary Education Board will now have examination papers prepared section-wise by different experts to enhance confidentiality and security.

Implementation of the National Education Policy (NEP)

The Rajasthan government is taking proactive steps to implement the National Education Policy (NEP) effectively. Minister Dilawar emphasized that primary education will now be imparted in the mother tongue or local language, ensuring better comprehension and learning outcomes for young students. To support this transition, a dictionary has been prepared, and textbooks are being developed in line with NEP guidelines.

Furthermore, all schools in Rajasthan will be painted in the same color, symbolizing uniformity and standardization in the state’s education infrastructure.

Budget Allocation for Education

During the Legislative Assembly session, Minister Dilawar announced the approval of grant demands for primary and secondary education:

  • ₹218.82 billion for elementary education
  • ₹288.30 billion for secondary education

These funds will be utilized for infrastructure development, quality enhancement, and implementation of new educational policies in Rajasthan.
